NPDES Permit Forms

The following is an explanation of the forms required by the NPDES Permit, the California Construction General Permit, 99-08-DWQ.

NOI

  • The Notice of Intent (NOI) is filed to obtain a WDID # (Waste Discharge Identification Number).
  • The WDID # grants permission to discharge slightly polluted water to waters of the U.S.
  • The NOI is accompanied with a site map, a check for fees ($200+$20 per acre, plus a 18.5% surcharge for State testing fees.) The maximum fee is 100 acres, $2,607. This is an annual fee with a due date that varies according to the filing date.
  • The NOI also carries a commitment that the SWPPP is ready for review.
  • The NOI has a check box on the top line indicating if this is a submission for a new WDID or a NOI change. For a new site the "New Construction" box would be checked. The completed NOI is sent to either of the following addresses.

NOI-COI

  • Change of Information for WDID#
  • The NOI form has a box on the top right-hand side that records changes in ownership or site information. If a portion of the site is sold off including large plots and common areas, not individual lots, an NOI-COI is used. An updated site map is to accompany the updated NOI- COI.
  • If there is a change in ownership or responsible party, the NOI-COI is used. If a total change in ownership occurs, then a Notice of Termination is sent to the Regional Water Board and a new NOI and site map would be submitted to the State Water Board along with new Permit fees. (A copy of the new COI can be attached to the NOT filing.)

COI: Change of Information Form (New Owner Information)
  • The COI Form is used to notify the Regional Water Board of the sale of individual lots.

NOT

  • The Notice of Termination (NOT) is completed when the property is completely developed and:
    1. A significant portion is sold including streets and common areas not individual lots or built out phases for which the COI would be utilized.
    2. There is no potential for construction related storm water pollution.
    3. All elements of the SWPPP have been completed.
    4. Construction materials and waste have been removed and properly disposed.
    5. The site is in compliance with all local storm water management requirements.
    6. A post-construction storm water management plan is in place as described in the site's SWPPP.
    Or the entire property is sold.
  • The NOT Form is usually accompanied with photographs and is sent to the Regional Water Board:
