WASTE TIRE MANAGEMENT PROGRAM
An auto recycling facility sending nine (9) or less tires to a landfill is not required to size reduce the tires going to the landfill. The facility does not have to participate in the Waste Tire Manifest System (WTMS) program.
It appears that each landfill establishes its own standards for accepting a tire, which can range from whole tires being size reduced by the landfill or the auto recycler being required to remove the tire's side wall, prior to disposal at the landfill. It is necessary to check with the landfill that is receiving the tires to determine what their requirements are.
Our reading of the present CIWMB Waste Tire Manifest System (WTMS) is that if a facility generates shipments of ten (10) or more waste tires for pickup from their business location the facility is considered a Waste Tire Generator (WTG). A WTG is required to use a manifest on all offsite shipments of ten (10) or more tires.
If the offsite shipment is nine (9), or less tires, the facility is not categorized as a WTG and is not required to use a manifest or have a Tire Program Identification number (TPID). The Waste Tire Program trigger is for ten (10) or more tires in one shipment. This interpretation was confirmed in a telephone call with a California Integrated Waste Management Board (CIWMB) staff member.
The intention of this clarification is not to compromise the WTMS, but to clarify compliance for the small mom and pop operations, that have an occasional nine (9) tire shipment. Regulatory compliance becomes onerous for these small operators. The larger facilities are encouraged to comply with all aspects of the WTMS program.
